Abstract

In this study, recognizing the importance of performance evaluation and achieving organizational excellence, an effort has been made to combine both qualitative and quantitative approaches. This involves using models derived from Total Quality Management (TQM), under the label of Organizational Excellence Models, and mathematical models of Data Envelopment Analysis (DEA). The aim is to present a model for organizational excellence in the Kerman Municipality in 2015 that incorporates the benefits of both methods while minimizing their drawbacks.
